I agree with most of these comments, but this song has always meant (to me) to be about someone (the singer) leaving his lover ("It's over"),who he has fallen out of love with, but still cares about, & is telling her, as mentioned by coolnuts5, that she will find someone else. The twice-repeated line: "Tomorrow, see the things that never come today" means to me that he's telling his partner that she will someday find someone to give her the love that he no longer can give her. Whatever the exact meaning, like SO many Neil songs, the beauty & bittersweetness is overwhelming.

Well I just read your comment and also just noticed the date. It's 2023 now, and I'm just now reading your 2008 post on this song. Just wanted to say I do agree. I listened to this song, and feeling in that same situation you described, all the sudden this song came clear to me. It's hard to leave someone you care for. But it's important for them to have love if you can't continue to give it yourself.
