I believe this is about a woman whose lover is going off to war. It's "time for [her] to let [him] go" as he prepares to "sail across the ocean waters" to the battlefield. She wonders if he really loves her because he's choosing an occupation that will take him far away from her. She wants to know if he will think about her while she is overseas. Even if he doesn't, she will cherish his memory in her heart. This has to be one of the saddest Norah songs I have ever heard.
