It's about sex. What a surprise!
The primary character is involved with a woman in which he has a spectacular relationship with - but only at night:
"The lizard mixture" - the way a reptile acts differently during the day and night
"Your dance on the eventide" - wild sex at night (eventide is an archaic term for evening)
"Maybe I could catch a ride" - anyone can tell what this means and he's talking about a motorcycle ride
"I'll wait for you to decide" - yes or no?
"warning siren" - are you ready to rock?
"New Moon on Monday" - they starts over, like the month does, every night
"a firedance through the night" - hmmm, could it be SEX?
"I stayed the cold day with a lonely satellite" - day is no action time. Now what could be a part of the male anatomy that might be termed "a lonely satellite?" He's referring to the same thing as when he "light my torch and wave it. . ."
"Breaking away with the beast of both worlds" - she's hot to go at night, but not during the day.

Cold is symbolic with lonely or lacking her "warmth" She is the lonely satellite, she's alone and she's "orbitting" around him (like a satellite) as opposed to "landing" or being with him.

I'm assuming the chorus just represents the emotions he's going through, he's anxious and nervous so he's saying it feels like he's lighting a torch and dancing, waiting for something to change (the new moon on monday).
Breaking away from the beast of both worlds = again indecisiveness: beast of both worlds meaning you can't have it both ways, date me and not date me, you have to pick one.
A smile that you can't disguise = he can tell she likes him because she can't hide her smile.

As if Id forget tonight = he keeps picking up subtle hints (clues) that she's interested in him, but he already knows that, so don't send him anymore clues, just make up your mind! (spare him the reminders).
I researched the dates in Wikipedia of major victories and surrenders and matched that agains's NASA's moon phase directory and nothing comes up.
"You got me coming up with answers; All of which I deny." - I interpret this to mean torture - false confessions. Ironically the Battle of Algiers with the French as the persecuters involved a lot torture and a lot of false testimony.
"I said it again but could I please re-phrase it .. But I’ll wait till you decide." - Further suggestion that this is about torture and telling them what they want to hear.
In the end, I wish they would publish a book for Duran Duran much like "The Songs That Saved Your Life" for The Smiths.

To me the new moon symbolizes change and a rebirth, and the firedance is a way to celebrate the change. Also the countries that made up the Soviet Union were called satellites.
Seriously, sometimes they are just such random streams of consciousness (I recall Simon using that exact phrase during an interview) that they make about as much sense as dreams with some day residue mixed in.
