I always thought this song was about a guy who used to be a loser and do nothing but get fucked up and then when he couldnt do that anymore, he became a punk, and that became his new thing.
Idk man, maybe it is about a skinhead douche bag or something. But keep in mind that before skinheads would beat the fuck out of people, skinheads were just punks like all the rest... Henry Rollins and Ian McKaye used to have shaved heads and dress like skinheads at one point.
