First off, great song.

It could be interpreted as a person appreciating life more after a traumatic experience, specifically an attempted suicide. After all, there are implications of suicide the record like on Sea Anenome: "Like the shower-rod, can it take my weight?". Some people have a new affinity for life after a close-call with death described throughout this song. Although it could just be a bad break up, evident from Sea Anenome: "Take my name off the lease. you can even came the name, it never suited me"

actually this song could be a sequel to Sea Anenome, his life has turned around for the better and can enjoy life.

Most people I've seen comment say it's "just about having a smoke", and I agree but it's also about gaining a new perspective and appreciation for the life around you. He loves the taste of his cigarette so much that he claims it could "seduce a nation with its smoke"

The "you" to which the speaker is referring to could be his new appreciation for life.

All his senses are heightened. He tastes the rain, the cigarrette, the sweetness of lips. He sees light, walks slowly so he can see everything clearly. He feels like his life is "right", affinity for the trees and softness of lips. He hears all sounds.He doesn't smell anything though... hmm

His feeling of identity and self-worth turn from not even wanting to keep his own name to feeling like he deserves his entire life and identity.

I believe this has to do something with a battle during WWI in Turkey called the Battle of Lone Pine.

The article says something about Bolton's Ridge and Plateau 400 which might be what PJ is referring to in the "400 acres of useless beachfront" line.
