Hey, it might just be me, but this song seems like it was inspired by Arthur Miller's "The Crucible". I mean, things like "turn like a wheel inside a wheel" are almost a direct quote from the play (obviously they both came from the Bible). Other lines like "God help us!/ Help us loose our minds!" and "What's the matter with him?/ He's alright" seem to pretty closely reflect the ideas in that play as well.
Of course David Byrne wouldn't keep a song restricted to one meaning, like he said about "Girlfriend is better", "I started writing a song about love, and ended up writing a song about something else" (as butcherjuj puts it)

Anyone agree?

Well, I don't know, I haven't read all seven pages of comments :P, but I don't any one has brought up the "dream" theme. I found that this has quite a large impact on the meaning of the song. This is my interpretation: First verse is about him with his girlfriend getting close and personal, but notice how his girlfriend is talking to him. In the second verse he is kissing her but the mood quickly changes as he says "Why are you so far away...". I think this is when he is staring to become distant to her. Now the last line is when it gets interesting. in this verse I think he wakes up, i.e. he has been sleeping until now, and realise that a "raging sea" (possibly a metaphor for many things(masturbation?)) has stolen the girl he actually loves. So overall he is saying that his night-time antics are what actually makes his real girlfriend leave him. Thats probably looking too deep into it, but oh well :).

Well, I dunno, I'm Aussie, so I don't know much about Bush or what he did, but to me this song has very strong Christian references. I mean, "Who died and lifted you up to perfection?" seems like a very clear reference to me.
"can't believe where circumstance has thrown me/And I turn my head away/If I look I'm not sure that I could face you/Not again. Not today. Not today." I think this might be a reference to all the cults and churches that have twisted Christianity to suit their own desires and how ashamed and disappointed Jesus is with us.

"If hatred makes a play on me tomorrow/And forgiveness takes a back seat to revenge/There's a hurt down deep that has not been corrected/There's a voice in me that says you will not win" I believe this is almost as if it is just what Jesus was thinking the night before he was crucified.

and "And I offer love with one condition/With conviction, tell me why." seems to me like Jesus asking us why he had to die, which is a very confronting question when you think about it.

I mean, I could be very wrong, but that's what I think about it, if you think so too please respond :D

I don't know about anyone else but for some reason as a little tacker listening to the stop making sense version I made a whole story up based on the keyboard sections. it is impossible to explain it over the internet, but here goes, basically the story goes like this:
The part at the start is telling of a robot angel that creates two robots, one smart and one dumb. As it fades into the actual song the keyboard is the sound of the robot angel leaving. The sound of the keyboard during the singing part is the dumber robot growing up and firing lasers and becoming a military killing machine. The next instrumental part is the dumb robot coming up with ideas and inventions but the smart robot just waves him aside showing that the invention has been already made. Finally the dumb robot comes up with a great invention that he is really proud of but the smart robot just waves him away again. The dumb robot is filled with hatred and jealousy and uses his military might to shoot his brother repeatedly (snare drum) and his brother falls down dead. In the next instrumental part the robot angel comes down and scolds the dumb robot for his brutal murder and bloodthirsty lifestyle. The dumb robot simply pulls out a gun and fires of a short burst of rounds at the robot angel. The robot angel becomes wounded and falls down, he starts begging and pleading with the dumb robot, asking him to spare his life. The dumb robot decides not to and instead shoots him and begins a rampage of revenge and destruction. This how the story ends.
Well, thats my deluded and twisted opinion of the meaning of the most interesting part of the song, the part without the lyrics.
