For my money one of the best songs they have ever done.

As far as the meaning goes, I've always looked at this as a commentary on the battle with addiction. He can't forget it because it is always there in the background, reminding him of what life was like, and how he felt when he was high. No matter what he does its always there, trying to tempt him to use again and he will never really be alone because that voice will constantly be there in the background.

It's a really powerful song and I feel like it captures the mindset of a recovering addict better, and in a way that is more chillingly real, than anything else I've ever heard.

You know, or maybe it's just about puppies...

For what it's worth, I always thought this song was about lamenting the decline of American society as Chris sees it.

It was written around the time that hyper-partisan politics were really starting to spin out of control in Washington. Nobody was really all that interested in debate any longer, just about demonizing the opposition, and the public in general, as well as the international reputation of the nation suffered for it. Things have only gotten worse since then...

I always thought of this song as a man looking at the country around him, remembering when things were different/better in his youth, being driven to sadness that it's all 'blown up' on itself (figuratively), and maybe longing just a little for a return to the way things were.
