Radiohead songs aren't meant for line-by-line translation/interpretation as if there were a hidden meaning; rather, the goal is to directly communicate to the listener the profound experience of some particular mental state. In this case, there's nothing more specific going on than a person who is experiencing the greatest depths of emptiness but who just can't bring himself to declare with certainty that the optimists are deluded. Maybe there is hope for something better after all.

I think this song is best interpreted as being about devotion throughout a long, loving relationship. The different ideas that have been suggested so far fit together very well if you look at the song as covering an extended timeline. I'd say the first verse is about getting together (imagery related to drawing inspiration from someone, and wanting acknowledgment from them). The second verse is about a rough time in the relationship (feeling like the relationship is on a dead end road; wanting the other person to "let our eyes meet" so they can make up and find a way out of the cul-de-sac). The third verse is about the death of a spouse and includes vaguely metaphysical imagery about the deceased lover continuing to provide companionship and love (I always picture a benevolent ghost giving comfort and safety to the one he's left behind and is feeling lonely and scared).
