"Goodbye to Ro - o - sie" is an instruction to remove the sounds Ro o sie from RoMeo and Juliet , leaving Me and Julio (down by the schoolyard). Further, Papa was referring to the New York Women's House of Detention (see Wikipedia: a women's prison in New York City which existed from 1932 to 1974).
