I don't think it's "over you, oh you". I'm pretty sure it's "over you, over you". Tegan sings the chorus in this video, and you can clearly tell:

This song is about the pains Sara experienced while growing up. Not physical pains, but more along the lines of emotional struggles.
I really really like this song. It's so deep and dark and it's just an overall amazing song. Listen to it if you've never heard it! Let it enthrall you; captivate you. Feel the O and the H in your gut. |

According to Tegan in an interview, this song is basically a plea for the telephone. She had a phone plan that allowed her to make calls past 9 PM, so the "dark" in the song is referring to the time where she can make her calls. |
