I think it refers to English people in a more general sense, such as the stereotype of them keeping a "stiff upper lip". By being dry and English slow the narrator shows restraint instead of being open to the person he meets, which he regrets in retrospect (judging by the following lyrics). |

I agree with the person who said that many parts of this song is on a personal level - though that person expressed it in another way. The main focus of this song is about someone's who's depressed.
In an effort to feel better, the protagonist tries to be something other than a follower (sheep) and instead go with what is right on an intuative level ("I just want..."). |

I couldn't make out large parts of this song, especially "you spat in my eye" and "hike to hike". Even while looking at these lyrics, I still don't know what the song is about. On a literal level I guess it's about riding around and the people that pass you by. |

If a long jacket means a long history of crime, that might work together with the theory of this song being about economics.
The girl could represent corruption. For this theory to work, however, you would have to accept that very few elements of this song should be taken literally. |

This track begins with "Alrighty then", which was a repeated line in the Ace Ventura movies. This makes me believe this song might be a comment on Jim Carrey as an actor, or on his career in general. Jim is a noted fan of heavy/death metal.
Just like the protagonist in this song, Carrey never finished high school. The song alludes to the possible existence of aliens, and mr. Carrey played an alien in Earth Girls Are Easy. "You believe me don't you?/Please believe what I just said" is probably a reference to Liar Liar. Many Tool songs are thought to carry comments on religion, and Jim played the main character in Bruce Almighty. Last year Jim portrayed a character called Dick, and Tool have a song called Maynard's Dick.

Apparently it's a slang phrase from the 50s, which is often mistaken for being a reference to the sexual position which is called 69. |
