Taking into account the context of the song as a part of the story of the album, I've heard a lot of interpretations of this song that fit in perfectly with the story. I believe that the "good christian" brother killed himself in "Eye On the Finish Line" when he said "It's strange that it should end this way, but martyrs never have a say" since he is so self-righteous, it would make sense that he'd call himself a martyr while committing suicide. So in this song I think of the "bad brother" just out of jail (since you don't go to jail that long for a DUI) and in his jail shoes, watching his parents in hysterics at his "good christian" brother's funeral.
And as for "All the while the good lord smiles, and looks the other way" It either embodies a feeling of betrayal on the Lord's part--that feeling of "this is so wrong, why isn't God helping me?"--or it's saying that it's all part of God's plan so he is simply looking the other way. I prefer the former theory.

In line ten, "patriots" is actually a play on words, it's "hate-triots"

Also in line two it's "sluggers" not "sluggard"
