What a beautiful song. I somewhat agree with Buck Fastard, but I'm going to go out on a limb here:

I think it could be written to represent the perspective of a resident in New Orleans experiencing Hurricane Katrina and the aftermath. The "system built to fail" would be the levees; "lords of war just profit from decay" would be a dig at Bush and Cheney.

Regardless of the true meaning, it is truly a beautiful and soothing song. The lyrics are brilliant in how they allow one to draw their own conclusion, which is probably the whole point to the song! Great music!

I love this song... I could put it on repeat and listen to it over and over. Very calming, relaxing, and reassuring to me. It wraps up the album! Great song!

I think it speaks to friendship and how some friendships are just skin deep. You have to make sure you know which ones are only skin deep so you know who you can rely on in time of crisis.

Just a nice little song about counterfeiting money... Actually I think it's a very well constructed song when, combined with the synth is a great example of '80s music. Great song!

To me, this is a song about a huge decision he needs to make. Metaphorically, he is in a position to take the leap but is uncertain about the decision. The song, which is at the end of UP, lets the question remain open - i.e. it doesn't sound like he made the leap. (he's watching the city lights dim)
