This song is yet another of Dave's very subtle songs about his faith. He is afraid of being labeled a preacher or christian rock, so they're very subdued and personalized.
In this case, he's writing about a man looking at what it must've been like from Jesus' perspective. The line "Forgive you why? You hung me out to dry" refers to the people of the Earth asking for forgiveness when they were the very same people who hung him out to die a painful death on a cross. (and Dave's amazement that despite this he still forgives). The lines about making the pain pass by, holding, falling, blood falling from wrist to elbow and finally to the sand, etc. are all about being hung on a cross.
