The only information I could find online about Mick's feedback on the lyrics is that he can't remember why he wrote them, and that he didn't even write down the lyrics before hand (or couldn't find them). So they had to write the lyrics after recording the song.
This would suggest that drugs were heavily involved, and most likely influenced the song.
To me it sounds like a drug addict looking to get clean (and asking for anyone / everyone to give a shit and help them get clean). Sort of like they know that they can't get themselves out of the cycle, so need someone to actually take them by the hand and lead them away. I think this reflects the title too. That is, this is a cry for help.
