Could this be about the death sentence??

This verse that is repeated to me strongly suggests that who are we to determine death is a righteous sentence for a murderer ... that is we murder a murderer (ironic?)
A lot of the lines throughout suggest flaws with the judicial system (perhaps questioning how many "innocent" are on death row), and overall why can society decide when murder is justified.
