Having discovered Genesis in an age where I minded little about the lyrics I've never focussed much beyond my initial interpretation. Here I just thought the Watcher was one guy with a very advandced telescope or monitoring equipment, he sees an unknown planet but the reflections he makes about the creatures having been gone might be about his own planet OR both the planets have suffered the same fate.
His fate is to only watch, and learn about the fate of other worlds, and no world is his own.
Yeah it makes little logical sense but that was my take.
