It's about insecure teenagers being in love.
It's about being scared to say "I love you" as your parents have told you that every day and you want what you say to mean something.
It's about being frustrated because of the insecurity (and inexperience) of of articulating your feelings. The the fear of being misinterpreted, and perhaps, spoiling what is, is too much to risk.
It's about enjoying the moment with that special person, and enjoying their presence without the need to talk. You're free to imagine happy places with them, and so long as they are next to you, it could even come true.
It's about growing up and finding things out for yourself - ie making mistakes, before you're too old.

I noticed something about the music video; Gary is laying in very...dangerous places. Alone. While singing the chorus. Indicating he's talking to someone, trying to convince them to trust him. But the person is insecure, so they don't like it.
