To me it seems to be about how someone was drinking and killed someone while driving drunk. Everyone knows the person was drunk, and that it was their fault that someone else died, but no one will come right out and say it to the person. No one will tell them they have to get help with their drinking problem. The survivor swears to do right, to get better but the moment of remorse passes and the addiction to the bottle overcomes them, leading them to drinking again, or doing some other self destructive behavior, gambling with their life. The white light, that is the light at the end of the tunnel that you see when you die.
