I mean, Robert Kennedy was 20, not 17 at that time, and they actually met at a ski resort, but considering Ethel adores Taylor (not sure if she still does since Taylor & Conor broke up) and all the other hints in the song that match, I think it's pretty clear. And I mean, having 11 kids is close enough to 10 haha.
And "dressed to the nines" (dressed formally) could just refer to lavish Kennedy parties.
I find this song really sweet, especially since Ethel never remarried.
