This, to me, is about a teenage runaway.

"I'm standing on a bridge I'm waitin' in the dark"

Why a bridge? Bridges are a common suicide spot. End of the rope after a long depression, essentially.

"I thought that you'd be here by now"

Where "you" refers not to a boyfriend, but anyone who cares enough to go out and find her.

"There's nothing but the rain No footsteps on the ground I'm listening but there's no sound"

She's desperately hoping someone will come for her.

"Isn't anyone tryin' to find me? Won't somebody come take me home"

A cry for help, for attention and compassion and warmth.

"It's a damn cold night"

Cold nights matter a lot if you're on the streets.

"Trying to figure out this life"

She doesn't feel she belongs at her home, else she wouldn't have ran. But misery on the streets couldn't possibly be her calling, surely?

"Won't you take me by the hand Take me somewhere new I don't know who you are But I... I'm with you"

And finally, someone found her. Someone who cares enough to take her somewhere new, anywhere but where she currently is. She doesn't know who he is, but she'll go with him. The desperation, the cry for help, the depression, it all culminates in this, and maybe things will work out.
