I think it's about a relationship that the singer wishes would come to fruition. She might not be as interested as he is, but he really wishes she were so they could be together for longer. Either way, he's happy to have her stay with him for as long as she will.
He's also willing to be used, in a sense, assuming that she only calls him when she needs him. I love when he sings "but for goodness sake, will my love not be enough?" as if he loves her as much as she can while she's not into it or can't love him back the same way. It's very bittersweet.
