I always thought it was about illegal immigration. The beginning 'smile at your brother' bit is kinda mocking how we are told to embrace diversity but we won't even help people in really bad situations out because they aren't American.

Being an illegal alien and how when you are an outsider American culture is this solid thing united against you but when you are a member of it, it is all about diversity and everyone having opinions and being different and most importantly respecting these opinions.

Your take on the words is very different than most - and while I am not denying that it could be the meaning, I think it might be more of a personal feeling and relation you're associating it with than what it was written for. As for "I never met a wise man, If so it's a woman," Cobain was a noted feminist known for vocally displaying his views (which was and still is something scarce in the music industry). He was very much for equality; equality for genders, races, sexual orientation, etc. He may have been hinting at the alleged "wise" men of society not giving consideration to women who were his intellectual equals or superiors, or possibly that some "wise" men have a wife or female colleague who provided reflections and information that lent to people's view of him as being "wise."
Here is a quote from Cobain: "At this point, I have a request for our fans. If any of you in any way hate homosexuals, people of different colour, or women, please do us this one favour for us - leave us the fuck alone! Don't come to our shows, and don't buy our records."
