I feel he is having a pop at his critics, especially, those within the music industry. For me he is suggesting that his critics can do what they want to try and influence people, but he will always remain one step ahead of the game.
Not sure whether I am right, only Turner knows what he means by it, but the lyrics definitely get you thinking, metaphorically speaking.
