I personally asked Voltaire who the song was about in his last show at Webster Hall. He said it was about the daughter of a Russian Czar who went missing named Anastasia but, in his own imagination he wrote the song in the perspective of the father and the rest of the family being dead and existing in another realm where they don't have Anastasia because she hasn't died yet which would explain the very abstract metaphors. Since Anastasia was the youngest of the Russian Family, it would make sense if all the other members died of old age and were waiting for their daughter that went missing to die as well so they can all reunite in the other "plane of existence" where spirits live after death.

By saying everyone has an Anastasia, he's saying that everyone has someone who will miss them after their death, who would also be soon reunited in the afterlife.
