The french in the song is pretty basic greetings. "Pardon, Monsieur" means "Pardon me Mister", "Attendez-vous, sil vous plait" means "Please wait", "Je vous aime beaucoup" means "I love you very much". I think Bob used french in the story to add mystery to those who don't read french and also to express a sense of internationality. The song mentions a Greek, a Soviet, and French speaking people. Im assuming the islanders speak French.

@Aztecmad08 I agree with that, along with the French phrases fitting the rhyme scheme, and lending complimentary authentic Caribean patois to the narrative, magically witnessed from 'a fly on the wall' perspective.
