In my opinion, I don't really care if it is a knockoff of "Express Yourself' by Madonna. The song has a good meaning it.
As for the meaning, I think if you go from Gaga's perspective it is about her saying "Fuck you I'm gonna do what I want." Then for a meaning to everyone it just accept people who for they are no matter who they are.
