It seems to me like it's another song about the book OTHERLAND, by Tad Williams. I haven't finished reading the book yet, but the lyrics about the system failing might be the "hick-ups" in the Otherland system. The war could be the Circle fighting against the Grail Brotherhood. "When long lost memories return
And a voice keeps calling" sounds like when Paul begins to remember who he is and starts to learn about the system from the voice of a bird woman who calls to him in his dreams.
There are more examples I could use that correspond with the book, but I'll just stop there.
If you're a science fiction fan I highly recommend the book; it could keep you busy forever - four books: 3 books are 700 pages long and the last one 1,000. I'm just starting the third. XD
