This song is about the tower of babel.

It's a biblical story about how after the flood all mankind spoke the same language. They decided to build a tower so tall that they could reach up to God. God was angry and he punished the people by giving them different languages and spreading them all over the planet, so that they could not cooperate to finish the building of the tower. Tool is singing about rebuilding the tower, probably not in a litteral way, but in a figurative way, they're talking about how mankind should "rediscover communication" and finding a way to reach God. At least, that makes perfect sense to me!

@jemma23 Well the Bible never says the people were trying to "reach God" by building the tower. It says they were trying to make a name for themselves (just like people do today - Trump Tower for instance) God wanted people to worship Him - not themselves. However, people always want to worship themselves and live with their own ideas of what is right and wrong instead of by what God says.
