Here Voltaire must be referring to Robespierre (and, in a lesser way, the other revolutionary leaders) who instigated the Reign of Terror and then, when he says "I'm the head of the bored now I'm bored of my head," he is referring to the fact that even some of the leaders (particularly Robespierre) were killed. Marie Antoinette was the obvious tip-off that this was about the French Revolution, the more subtle hits are much more intriguing.
