Actually, I thought it really was "hail Caesar" until I listened to it closely. The lyrics start of with "well" on a down beat, then are followed with "she's a shadow in my backseat. When I first heard it, "hail Caesar" didn't make sense when the next line "and her friends are standing right in front of me" was said. Caesar defenitely is not a "her" and he didn't have many friends. The Caesar part is probably what messes people up when they try to figure out a meaning because the first verse all ties together. Basically what he's saying in the first verse is that there's some girl that's so overshadowed by him she has become a metaphorical shadow in the backseat of a car now (which, in my opinion, is a very nice metaphor). This girl is so overshadowed that her friends are now giving all their attention to him, screaming that they and and everybody else love him. This goes more with your idea of the song being a rant, but in addition to that, it seems to be a rub in the face towards a certain girl about how he has taken all the spotlight from him.

As for the "Hope I'll remember the good things that I'll never may" line; maybe he's hoping to remember something that might not stay in his memory for some reason. If the lyrics in that line aren't right then the meaning is a little different.
