I asked Stephan about this at the Austin, TX show on 9/11/09 and got an answer I was not expecting:
"Kathy" is his computer. The voice Kathy, was one of the text-to-speech voices in OSX 9. He played around for days with the pitch and the such to make it sound like it does. The whole concept behind the song that his computer, if anthropomorphic, would know about him than any real person -- with all of the clicks and keystrokes it's seen.
Very cool concept -- makes you think about your actions making a statement about your person and character.
The VNV remix used the OSX text-to-speech voice "Victoria" -- with the remix aptly named.
Kathy's Song is also the very first song to used a computerized voice as the chorus.
