No this song is about a made up character named the milk man who wears a mask and lures children into his dreamland by playing them music and traps them. It's like one of those weird childrens stories that kids love when they are young but realize how creepy they are as they grow older. The rest of the songs on the album describe the dreamland as being a happy place for children. It almost reminds me of a circus at times, or an old animated fantasy movie.
