I always heard it as "we are the charred children" which I thought was a very poetic way of saying that we're damaged children who have been through a lot but have still somehow survived. I also heard "we are ever helpless" distinctly as "we are rebel helpless" which seemed to relate to the "whisper to a scream," meaning that though it might look like we're fighting a lost cause, our seemingly helpless whisper will become a powerful scream. So to me, overall the song seems to be something of a rallying cry for the disenfranchised....
