I don't believe you're supposed to think that it was literally his mom who they raped. After all, it says "he remembers how she USED to come home late." It's psychological, he realized that it wasn't just a nameless victim, it was someone exactly like his mom back when he was younger. It happens all the time in movies, somebody's face will show up on a different body as a metaphor. When Tech says things like "I raped his mom too" he doesn't mean that person was literally his mom, he's including himself in Billy's personal downfall and acknowledging the rape victim as not being faceless. Maybe I'm wrong but I think it makes more sense that way.

I see where you come from, but he refers to him as his mother in other contexts than just through William's eyes. I could be wrong, but that's my opinion.

But there's nothing stopping it from meaning it figuratively in the other contexts. When he says "they killed his mom and never spoke about it," that means they killed the girl on the roof and then went about their business. He's just keeping the nameless victim mentioned as a person. Or it could even mean they killed his real mom as retaliation for him quitting the crew.

Some people thought he wasn't actually talking about his mother, but i think he is. There's always the possibility that it's not his biological mother, but it was the one who raised him. If he wasn't talking about his mother then he wouldn't have included it in the lyrics. The mother was the big example in the lyrics on what the song is all about. Like I said before everyone sees this song and inturprets it their own way, but I believe that to most people it is talking about the guys mother.
