I agree with PanteroBlanco. "She" is America. There is all of the chaos/violence/political strife going on, and all she/America wants to do is dance/party. It reminds me of the Janis Joplin song, Lord won't you buy me a Mercedes Benz. My friends all drive Porsches and I must make amends.
