i was almost positive that this song referred to Dr. Robert of Pala, in Aldous Huxley's book "Island". Huxley is on Sgt. Pepper album, so I know the Beatles were fond of him. Also, in the book, Dr. Robert is the administer and main supporter of "moksha medicine" (which is I believe psilocybin syntesized into a pill, it's either that or some other hallucinogen) for NATIONAL HEALTH.. "works for the National Health"
Dr. Robert also empasizes the point that you can understand your whole self until you explore all your consciosnesses. Taking the medicine helps people understand. "you're a new and better man"

Dr. Robert is also in the book in the process of making more advanced medicines and is pretty much spending all his time for the advancement of these ideas. "he'll do everything he can"
