This is probably about the riots in Paris either back in the 90's, very well displayed in the movie "Hate", or as well in 2005 and 2007 in relation to the presidential election. Sarkozy, the french president had promised to cleansweep the suburbs of Paris of the criminal elements, mostly referring to arab and black migrants.
In both instances it was being received as a very one-sided and populist campaign against criminality amongst migrants, while at the same time corrupt politicians and industrial criminals got away with a slap on the wrist. Also the issues that led to migrant criminality (high unemployment, difficulties in finding a job for migrants in general, bad schools in migrant areas, poor living conditions in general,...) were not only not adressed, but got worsened by constant police harassment, which then ultimately led to the riots both times.
