I got in touch with a member of Ceasars, and they informed me that the intention of the song isn't at any certain thing, but when it was written, it was written with the intent of shooting up methamphetamine (speed for you slow types). He said it was sad to see everyone assume it was written about sex, or masturbation.
@outlawsys you know, that makes much more sense. I think the term 'jerk' is the only reason people shout it was about sex or masturbation. The rest of the lyrics don't line up great with that theory but the drug thing makes more sense.
