I am amazed that no one has made any connection to this being the coda to "Times they are a-changing". He mentions "time" and change" in the chorus! "I used to care, but things have changed" that's Past tense! As line goes in 'Times - "don't criticize What you can't understand, Your sons and your daughters Are beyond your command. Your old road is Rapidly agin'." He's become what he was singing about in 1965!

I completely agree. I was shocked to see no one made that connection sooner. It makes so much sense. We live in a generation where we believe one person can't change the world. But Dylan did, 1965. Things have changed, eh? Good stuff. Thanks for your comments.

Thats the first thing I noticed when seeing the title that it is a take on his old song "times they are a-changing". But I dont think that its about him becoming what he was singing about. I think more that back then he cared more about the future of himself and the World.He felt strongly but now, through his years he just dont care. Bob has become more cynical over the years and, like he say "people are crazy". He just dont care, he sees no future and for him it doesnt matter
