Both views are correct. Dylan often writes about more than one thing and the meaning you take from the song will most likely be the one that you associate with most personally. The view that the song is about liberty/freedom and the corruption in american politics is correct, equally, the sweetheart probably does represent Jesus. For Dylan there isn't a distance between religion and politics, for Dylan the highest poltical authority is the highest authority, God. it is this authority that sent us Christ, and it is this authority that gave us the morality that we based our democracy and freedoms upon. without the sweetheart like you that some how comes to a place like this, we wouldn't have anything let alone democracy. (placed, as the song is, next to Jokerman, which is overtly religious, it is clear that this dual meaning is intended.)
