Basically it's "everything is going to be all right" song. It harkens back to high school and giving advice such as set your worries aside and enjoy life. Ben comments "... It's a great party track, without being too macho or hedonistic. Easily my favorite track right next to First Song and Great Salt Lake.
Everyone has got it wrong with "the wine". It's really "the whine", as in your whining about not wanting to go to the weed party (or about potentially getting in trouble), is nothing more than fearful thoughts that you allow to control "yourself" and prevent you from having fun.

"You got it wrong" with your whining because you shouldn't allow negative thoughts to control you, especially when they are unfounded, since your/the parents "aren't enforcing the law" (i.e. they don't really think weed is that big a deal even though they pretend to, and they aren't going to press charges "enforce the law" against the kid(s) who coordinated the party).
