Lester Maddox, for people who want to know was the governor of Georgia in the 1960's and was the meaning of the term "Redneck" who always wanted to keep the niggers down (opposed to civil rights).
But don't think this song is simply making fun of the southern boys, it sure seems that way in Newman's trademarked ironic way, but in the last bit of the song when he is describing how the niggers are free he lists all areas considered to be "northern" (I know St. Louis was in Missouri which was a southern state I think), showing that blacks really aren't free anywhere, even among people who want to give us civil rights, we are still discriminated against.

Apparently it's accurate down to the way advertisements looked, costumes worn, the way black people were treated up north, and the race riots and stuff really happened. There is actually an academic term for smugness the north feels over the civil war. I learned about it from a teacher who was from up north. I was kind of angry he was putting slavery as the primary cause of the war. Virginia seceded because of a tariff, then the other ones did. So he quote Mississippi's secession which mentioned slavery but that was after the war had been going on.
Slavery was one of many factors in that war.
Not to mention in New York they murdered black people and rich people who could get out of the draft. They didn't care about black people. And it wasn't a part of the war until Lincoln made it part. He waited until the right time.
Ironically he was murdered by what was his name Gates...and Lincoln had favorable reconstruction politicies. So his murder in my opinion set the south back a while (I live in GA which was the last state to be readmitted). Hence the term "The south will rise again". Which people haven't really said since I've been alive. At least not seriously.
