The previous posts about Bill Ward are correct, I'll try to fill in some specifics..
Bill Ward had a beard that came to a point, and, Ozzy being drunk, started calling Bill "Nibber" because the beard looked like the end of a pen nib. The name gravatated back to Nib and, having this untitled song, they decided to use the nickname as the name of the song, and, as Ozzy puts it, to make the title sound more menacing, they put periods in between the letters.
This song, according to Geezer whom wrote the lyrics, is about the Devil falling in love. Geezer did this because he couldn't write a love song himself, and decided to make Satan the man who falls in love with the woman.
