I'm not sure about the first two verses, but the second two sound like the writer's dismay at the sacreligious redevelopment taking place in her home town. Her favourite soccer club has been moved away from their spiritual home, the grounds being sold to a PLC (publically limited company - a term we use here in the UK). Meanwhile, historic buildings are being torn down to make way for new flats/shopping centres.

Yes -- Like in "I was born on Christmas day" -- "Did you know they pulled the townhall down? I don't think you'll recognize this town." There's a lot of nostalgia in Saint Etienne songs. It's a little like that old Kinks song, "Come Dancing."
