I think the song is about war, and the after effects of war.
"The Enemy Arrives" meaning the enemy has come.
"Imagine If This All Came Down" probably means the war, or fight could tear down the world we live in.

I tend to see most 30 Seconds to Mars songs as short fiction in song form (which is really, REALLY creative and just awesome), so I take this song mostly literally. It's a sci-fi story, albiet a cryptic one.
But listening to it again, really thinking about it, I found another meaning in it.
I think it's about someone daydreaming about an apocalyptic event, and imagining if it happened right then ("under the burning sun, I take a look around, imagine if this all came down"). Now, thinking about that would probably scare most people, but the narrator of the song actually, in a deep, dark, visceral part of the mind, secretly looks forward to it, if and when it happens ("I'm waiting for the day to come"). Just look at the tone, especially in the middle part of the song. Doesn't it make it seem like it would be almost exciting for humankind to be taken down a few notches and return to fighting and running for our lives every day? S/he probably notices that, in society as it exists now, people tend to be subtly combative with one another, and show little care for others. But imagine what would happen if we had to help each other search for food and water, or protect our group from others? We would probably feel a lot more solidarity ("unity divides, division will unite").
Given that meaning, it's a very interesting song. I know I'm one of the people who sometimes think it would be a huge load off if a drastic change in the world would pull me out of my mundane life and launch me in to a fight for survival.

Although the "Under the burning sun" reminds me off an apocalyptic disaster, a barren wasteland that is left of the world.

It's night time and you're being chased by this evil person with a knife("enemy"), you're running but they're catching up. He's just about to get you, than BLIP! You tripped into a similar scene("Break into another time!"). You open your eyes and with the epiphany that God exists ("Divinity defines") with all his commandments, and you're damn sure. But the problem is, you haven't followed any of these commandment before. You're at your dying minutes from your unsuspected death from whatever killed you (enemy does exist ie. "alive"). Well since you didn't follow his commandments and you don't have time too, you're now screwed by God and sent to w/e Hell.
Okay, you're kinda realizing those weren't real, but you're still tripping. You're seeing the huge massive sun coming closer and closer to you (taking up more and more of what you can see) but you have time to think, you look around at it all. You soak it up and think to yourself, "I'm going to miss this".
BOOM you're back into your dream (I smoke another)... alright you broke into another time for real this time, you are standing in front of a blackhawk jet and you hear in the background of one of your soldier buddies, "Come with us to the ride". You're a soldier waiting to go to Afghanistan and you're terrified. And than you vaguely think back at the day you shook that recruiters hand(Join in the fight). BLIP! ("Break into another time!").
Okay, you just see black. In fact you don't see anything, it's just a thought that takes up vision(I realize this may not make sense to you...). You're watching TV (kinda the same because around the TV isn't in thought when you watch TV...) and you see countries going at war with each other ("Unity divides"). Countries plot and scheme(lol), and make allies and new enemies (enemies of new allies ie "Division will unite"), and the country you related with most is you, you're in the country, watching TV. One of those new enemies sent there soldiers and you're watching footage and people are just running, and running but they just can't get away from the enemy.
You go back to the scene where you're sitting on the grass watching the sun get ever closer. You have time to think, you look around at it all. You soak it up and think to yourself, "I'm going to miss this". You complete your thought, you were looking at the surroundings and you realize how beautiful earth ("America it's all so beautiful")is, and how you just couldn't bare to see it go (you were scared of death remember), you see visions of it gone ("Imagine if this all came down", and you just see more frequent visions of black (you dead, earth destroy by massive sun), and they get more frequent until it's just black. And you wake up....
