It's about being old and looking back at yourself, the time you left school and how you are now...am I what I wanted to be now (whilst older) or did I take this life because of good, complicated or bad choices whilst growing up as an adult?
It's a clever song and very emotional if you are at that point that you say "What if"...
He said "I was your sorry ever after 74'-75'." Sorry brings regret. maybe he left her when they finished school (the years they mentioned). By the begging he said "Got no reason for coming to me in the rain"- because he left her years ago, and suddenly she showed up, she wants him back. "It's not easy, nothing to say cos it's already said" clearly they has hard time after that break up.

First off, I don't think this is about anyone in particular, but more about the feelings you experience, and thinking about those feelings when you're looking back at what you've accomplished. Lets look at the lyrics individually and see if I'm making any sense...

Think about any relationship you had when you were young and knew what you wanted, you would willingly run to your love no matter what incumbencies were ahead. The rain could be pouring down, this wouldn't stop you because that is all that mattered right then. This idea is reinforced by the next set...

Remembering when time stopped when you were with the only person that understood you... When time was all you had and when you were with her/him the world would disappear.

I imagine this has to do with meeting those people from that period of time, looking at their pictures, remembering them how they were, then knowing what they've become after the age of wonder. Looking into their eyes, you know you've become something you weren't planning, life got in your way and your goals faded with time and choice.

The way I hear this song, while watching the video, the music tells the tale far greater than the lyrics. He's seeing his friends from the year book, then seeing them now and how they've grown, changed, created families, become themselves due to their choices.
Personally, I think that the song is about failing a chemistry exam. 74/75 stand for the atomic mass of tungsten and rhenium. The guy probably got them them mixed up, common mistake.
