The songs is about when Green Day signed with Reprise Records and was not allowed to play at 924 Gilman St. because Gilman St. only allowed local bands signed to non-major record labels to play. Many of the local punk bands marked signing to major labels, "selling out", this is why it was banned. The term 86 comes from the year 924 Gilman St. opened, in 1986.
I think you're right about everything except the interpretation of the title... 86'd means gotten rid of.
