The part "If i gave you my number", it's something along the lines of starting a romantic relationship and "if i saved you from drowning", metaphorically it's something a friend would do for another friend.
The question "would it still be the same", could refer to if starting a romantic relationship is the equivalent to saving the same person from anything.
This made more sense in my head.

What I get from this song is that she really loved her best friend and didn't want to lose him. At the same time she was fighting a battle with herself possibly thinking that she could make it work as long as he "never went away". But as the story goes she said she lost him as a friend. That is why I believe it is such a painful song for her and it is by far my favorite Tegan and Sara song ever.
They can't control themselves, in this case it is probably alchohol; they are learning to live without it at the same time as they are struggling and finding they can't live without it.
The relationship was good before it got out of control. But not they are embarrassed even to be with them, and have their head down when with them.
They dumped them for this reason, but wonder if they could ever go back to being that person. If they help them thru it, through the addiction, which wears them out and takes them down with the addicted person, they wonder if things could ever go back to being the way they were before, and if saving them would ever be enough to make them want to be with them forever and treasure them above the addiction, or if it would take them away again.
