    It's about innocence, corruption and love. I think it has to be seen as religious. The musical is based on the 1960s film Whistle Down The Wind. I've never seen the musical but remember the film. It might seem a bit dated now but the last time I saw it still had a magical quality. The story is about a criminal (corruption) on the run from the police. He's wounded and holes up in a barn where some kids find him. In their innocence they're convinced he's Jesus and he plays a long with this. Jesus says something in the Bible like unless you become like a child you can never enter the Kingdom of heaven and somehow the simplistic, trusting love of these kids touches the hardened criminal and somehow he finds the love within himself. In the film he's led away handcuffed at the end and looks back at the kids with a sort of awe, they've shown him something he'd long forgotten or never knew, His own innocence. The song fits that perfectly.
